Mayor reveals plan to keep Kings in Sacramento

SACRAMENTO, Calif. (AP) ? The wealthy investors that are partnering on a plan to keep the Sacramento Kings from moving to Seattle have finally been revealed, and they're the two almost everybody expected ? with a twist.

Mark Mastrov, founder of 24 Hour Fitness, will submit a bid to buy the team to the NBA on Friday, Sacramento Mayor Kevin Johnson said in his State of the City address Thursday night. While Ron Burkle, the billionaire co-owner of the NHL's Pittsburgh Penguins, will instead only lead the effort to build a new downtown arena that he hopes will also lure back a WNBA franchise.

"With all due respect to Seattle, I do hope they get a team someday. But let me be perfectly clear: it is not going to be this team," Johnson said. "Not our team. No way."

The Associated Press and other news outlets have reported since Jan. 22 that Mastrov and Burkle were working on a plan to keep the Kings from relocating to Seattle.

Burkle, who also expressed interested in buying the Kings two years ago, had met with NBA Commissioner David Stern at the league's New York headquarters in January before deciding to back out of the bid. Mastrov was among the final bidders for the Golden State Warriors before Joe Lacob and Peter Guber bought the team for an NBA-record $450 million in 2010, and he's hoping the second time going solo in Northern California is the charm.

Neither Mastrov nor Burkle were present for Johnson's speech. Each released statements through the mayor's office expressing excitement but offered no details about the plan.

"This is about building a winning franchise for a winning community," Mastrov said. "Sacramento has proven time and again to be a great NBA market. As a longtime resident of Northern California with deep ties to Sacramento, I am thrilled to be a part of an effort to do something special for this region."

Burkle added: "I am excited about the economic possibilities for the arena and for downtown Sacramento as a whole. We have an opportunity to transform downtown into a vibrant hub of economic and cultural activity that will create jobs and generate a positive economic impact for years to come."

Now Sacramento vs. Seattle showdown is set.

The Maloof family agreed in January to sell 65 percent of the franchise for $341 million to a group led by hedge-fund manager Chris Hansen and Microsoft Chief Executive Steve Ballmer. The group already has applied to relocate the team to Seattle next season and restore the SuperSonics, which left the basketball-loving Pacific Northwest for Oklahoma City in 2008.

Johnson has been scrambling to organize local ownership for the Kings ever since.

The NBA Board of Governors is expected to make a decision on the sale by the end of its meetings in mid-April. Johnson, a two-term mayor and former NBA All-Star, believes Sacramento is back after announcing the Mastrov-Burkle plan.

"I've been assured by the commissioner of the NBA that we will be given full consideration," Johnson said.

Sacramento is hoping to revitalize the city with an arena at the Downtown Plaza shopping mall owned by JMA Ventures, whose officers have said they are eager to participate. To show local support for the Kings, Johnson also lined up 20 local investors who each committed $1 million. They hope to buy the 7 percent share of the team now under control of a federal bankruptcy court.

One of those investors is former Sacramento Kings standout Mitch Richmond, who was a 2013 Basketball Hall of Fame finalist.

"He will undoubtedly bring credibility to our efforts," Johnson said.

The mayor also said that Sacramento businesses have committed $50 million in sponsorships and season-ticket sales for the Kings over the next five years, which he hopes will be enough to convince NBA owners.

American Idol: Five boys chosen as Sudden Death ends on low note

American Idol recap: On Thursday night, the final 10 boys competed for five spots. But with abysmal performances, few deserved a place in the top 20. Who was it?

What a difference one day can make. On Wednesday night, the American Idol judges were faced with the tough task of having to send some truly talented girls home. ?On Thursday night, it seemed as though the struggle would be finding a single guy who deserved to stay.

In fact, although the judges loved Vincent Powell's?rendition?of?"Cause I Love You," by Lenny Williams, the show didn't really start until Burnell?Taylor performed ? and he was the eighth one to sing. When the final judgements came from the American Idol judges, three out of the five to make it through were the last three to perform.?

Which is to say that this episode of American Idol was best watched via DVR, with your finger poised over the fast forward button. If you felt the need to watch it in its entirety, let his be a lesson to you. There is no need to make yourself suffer - especially when you have a writer who is committed to doing the suffering for you and then telling you about how bad it all was afterwards. Help me to help you.

Thursday's episode prompted so many questions. How in the world does Mariah Carey not know the song, "A Little Less Conversation?" Why would Gurpreet Singh Sarin?decide that now was a good time to abandon the type of performance that got him this far and instead opt for a painful version of "Nothing Ever Hurt Like You," by James Morrison? Why would Bryant Tadeo spend his entire intro clip talking about how proud he was to be Hawaiian and then sing, "New York State of Mind?" Who else was holding out for "Pineapple Princess?"

In the end, the judges needed to do their job and that job was not to pick the best but to pick those that weren't quite as bad as the others, with the exception of Burnell who is, in some strange way that is really hard to define, possibly the best of all the boys this season. Keith Urban summed it up best when he called Burnell, "so strikingly unique." Sure, he's not quite as unique as Zoanette Johnson but Burnell can actually sing, which is something that many people feel is important in, you know, a SINGING competition.

Joining Burnell in the top five on Thursday was Vincent Powell. Vincent is one of those singers who has legitimate talent but somehow it isn't talent that you actually want to listen to for very long. If he wants to stay in the competition once America starts voting, he needs to tone down his vocal acrobats and overindulgence.

Lazaro Arbos also made his Las Vegas dreams come true by singing Keith Urban's song, "Tonight I Wanna Cry," which was a sentiment many viewers were no doubt sharing. Not far behind Lazaro was Cortez Shaw. Nicki Minaj has a sweet spot for Cortez - never missing an opportunity to tell him how sexy he is. And even though there was nothing sexy about the hack job Cortez did on David Guetta's, "Titanium," you have to remember that tonight was about choosing those who weren't quite as bad as the rest. If you don't have a good voice, good looks is the next best thing.

This left us with our final two of the evening - a face off between Gurpreet and Nick Boddington. Neither of these two contestants delivered a great performance but Nick's managed to be the less offensive of the two and the judges agreed.

It appeared, after the judges announced their final decisions, that viewers were again in disagreement with the final decision. Of course, the Twitter barometer doesn't specify exactly what the viewers agree or disagree with. The 71 percent who tweeted #IdolDisagree could very well have been saying that they disagreed with the judges' decisions to save either of the final two.?

So even though they had very little to work with, the judges managed to deliver yet another five contenders for the title of American Idol. These five will join the previous five from last week:

  5. Curtis Finch, Jr.

FDA Commissioner: budget cuts mean less safe food

WASHINGTON (AP) ? Fewer food safety inspections and an increased risk to consumers will result from the lack of a new 2013 budget from Congress and the upcoming across-the-board spending cuts, Food and Drug Administration Commissioner Margaret Hamburg said Thursday.

The cuts are scheduled to take effect Friday unless the White House and Congress can come to a budget agreement. The reduced inspections and budget cuts could delay a new food safety law which requires the agency to boost inspections and directs farms and food facilities to ensure their food is safe.

The FDA has said the so-called sequestration cuts will mean 2,100 fewer food safety inspections this year, though Hamburg said in an interview with The Associated Press that the number is an estimate. She said most of the effects wouldn't be felt for a while, and the agency won't have to furlough workers.

Still, she said, "We're going to be struggling with how to really grapple with the cuts of sequestration ... clearly we will be able to provide less of the oversight functions and we won't be able to broaden our reach to new facilities either, so inevitably that increases risk."

Hamburg and Michael Taylor, FDA's deputy commissioner for foods, said in a joint interview that the agency is trying to figure out ways to save money as they try to put the law in place, including experimenting with ways to do food safety inspections in shorter periods of time. Hamburg said the FDA is holding out hope that they can get the food industry to pay some user fees, an idea the industry has previously rejected and was left out of the final food safety law enacted two years ago.

"We are guardedly optimistic that we will continue, even in this fiscal budget climate, to get some enhanced resources to continue to expand and to move toward the goals of the program," Hamburg said of food safety.

The Obama administration had hoped for more dollars to carry out the law, which would boost the inspections and training for inspectors, require farms and food companies to create detailed food safety plans and create a new system for inspecting imported foods. But Congress did not pass a new budget last year and funding has remained stagnant.

The across-the-board cuts will also affect meat inspection, which is administered by the Agriculture Department. USDA has said inspectors could be furloughed for up to 15 days, meaning meatpacking plants would have to intermittently shut down. Government inspectors must be present for a meatpacking plant to operate.

The White House has said this could mean less meat in grocery stores and higher prices.

China alleges U.S. hacking of Defense Ministry websites

BEIJING (Reuters) - Two major Chinese military websites, including that of the Defense Ministry, were subject to about 144,000 hacking attacks a month last year, almost two-thirds of which came from the United States, the ministry said on Thursday.

This month a U.S. computer security company said that a secretive Chinese military unit was likely behind a series of hacking attacks mostly targeting the United States, setting off a war of words between Washington and Beijing.

China denied the allegations and said it was the victim.

It has now provided some details for the first time of the alleged attacks from the United States.

"The Defense Ministry and China Military Online websites have faced a serious threat from hacking attacks since they were established, and the number of hacks has risen steadily in recent years," said ministry spokesman Geng Yansheng.

"According to the IP addresses, the Defense Ministry and China Military Online websites were, in 2012, hacked on average from overseas 144,000 times a month, of which attacks from the U.S. accounted for 62.9 percent," he said.

The comments were made at a monthly news conference, which foreign reporters are not allowed to attend, and posted on the ministry's website.

Geng said he had noted reports that the United States planned to expand its cyber-warfare capability but that they were unhelpful to increasing international cooperation towards fighting hacking.

"We hope that the U.S. side can explain and clarify this."

The U.S. security company, Mandiant, identified the People's Liberation Army's Shanghai-based Unit 61398 as the most likely driving force behind the hacking. Mandiant said it believed the unit had carried out "sustained" attacks on a wide range of industries.

The hacking dispute adds to diplomatic tension between China and the United States, already strained by Chinese suspicion about Washington's "pivot" back to Asia and arguments over issues from trade to human rights.
