Congressman Al Green Sends Letter to the Department of Housing ...

November 22, 2012 ? (RealEstateRama) ? On November 21, 2012, Congressman Al Green sent a letter to the Department of Housing and Urban Development (HUD) as well as to the Department of Justice (DOJ) calling to their attention an invidious message, which referenced young African Americans, posted on the property of an apartment complex, located in the Ninth Congressional District. Congressman Al Green asked the agencies to take whatever action they deemed appropriate.

?Regardless as to whether this was a prank or serious effort to circumvent constitutional rights, it is something that should not go unnoticed. Just as we took affirmative action against the hanging of nooses to intimidate, we must take affirmative action to prevent invidious stereotyping and/or odious profiling,? Congressman Al Green said. ?Edmund Burke was right when he reminded us that, ?All that is necessary for evil to triumph is for good men (and women) to do nothing. For me doing nothing is not an option.??

Boeing union moves closer to strike as contracts near expiration

(Reuters) - Engineers at Boeing Co inched closer to a strike on Wednesday after the union balked at the U.S. aircraft manufacturer's latest offer on two contracts that expire Sunday.

The Society of Professional Engineering Employees in Aerospace(SPEEA)said the new offer still represents a cut in salary and other benefits for the 23,000 members of its two bargaining units, professional and technical workers.

"We're closer to calling a strike authorization," SPEEA executive director Ray Goforth said. "We don't have a date or plans" to call a vote, he added.

Boeing said the offer is much improved over its opening proposal, and reflects the tough competition with rival Airbus and the needs of price-sensitive airlines.

"It's going to take movement from both sides" to get a deal, said Doug Alder, a Boeing spokesman. "And we made a big move."

The union's current contracts expired on October 6 and a 60-day extension runs out Sunday, canceling the no-strike clause that had prevented the union from staging a walkout.

However, the two sides met on Wednesday in Seattle, where most of SPEEA's members are based, and plan to meet again next week.

"As long as we're continuing to negotiate, work goes on as normal," Alder said.

While a strike was now possible, he noted that the union has not taken a strike-authorization vote.

PACE OF JET PRODUCTION AT STAKE

Boeing churns out 52 jets a month, worth nearly $8 billion at list prices, and is stepping up its pace of production to work through a backlog of more than 4,000 orders.

The professional engineers and technical workers could stop production if they walked out.

The standoff has the potential to affect jet production even if the union doesn't call a strike, as engineers could work more slowly and limit their hours, something the union already is asking them to do.

"It is becoming clear Boeing corporate will need additional persuasion" to reach a deal, Bill Dugovich, SPEEA communications director, said in a statement. "Our teams encourage members to continue workplace actions, including refusing to work voluntary overtime and other ?work-to-rule' actions to bring pressure on Boeing."

Goforth said members were "conducting work-to-rule activities" in Oregon and Washington, and declining overtime during the Thanksgiving holiday. Alder said Boeing had not seen any impact so far.

After Wednesday's meeting, SPEEA said Boeing had restated its plan to eliminate its defined-benefit pension for new hires.

The engineers argue that Boeing has rewarded executives with hefty pay raises and shareholders with a 4.8 percent dividend increase. The company is reporting strong profits and yet is offering engineers less than when the last contract was struck in 2008.

Shares of Boeing, among the 30 companies in the Dow Jones industrial average <.dji>, rose 0.8 percent on Wednesday to close at $73.15.

Boeing says its pay and benefit offers are industry leading at a time of high unemployment when many workers are getting modest raises and paying much more of their health-care costs.

The situation puts both sides under pressure. The union knows it is strategic to Boeing.

"They also know they have to deliver at the bargaining table," said Gary Chaison, a professor of industrial relations at Clark University in Worcester, Massachusetts.

"Boeing has an embarrassment of riches," he added. But the company "has to maintain its reputation of being a tough negotiator to get what it wants."

Boeing's new offer of four-year contracts would give professional engineers annual pay raises of 4.5 percent in the first and third years, and 4 percent in each of the other two years. That's up from 3.5 percent per year in the company's previous offer.

Technical workers, whose work provides a crucial bridge between that of engineers and machinists, would get a 3.5 percent raise in each of the first and third years and a 3 percent raise in each of the other two years. That's up from 3 percent in the first year and 2.5 percent a year in the proposed contract's other three years in the company's previous offer.

Boeing said it also lowered employees' out-of-pocket contribution for health care and eliminated hospital copays, among other steps, in response to the union's rejection of its first offer. Members voted it down by a margin of about 96 percent.

The negotiations are set to resume on Tuesday.

Hector Camacho Shot: Former Boxer 'Macho' Camacho Seriously Wounded In Shooting

SAN JUAN, Puerto Rico ? Former world boxing champion Hector "Macho" Camacho was shot in the face as he sat in a car outside the Puerto Rican capital Tuesday, and doctors said he was in serious condition but expected to survive.

Another man in the car, whose relationship to the 50-year-old Camacho wasn't immediately known, died in the attack in which at least one gunman opened fire on their vehicle in the city of Bayamon, according to a statement from police.

Camacho was rushed to Centro Medico, the trauma center in San Juan, where he was in critical but stable condition, Dr. Ernesto Torres, the hospital director, told reporters.

The bullet apparently struck him in the jaw but exited his head and lodged in his right shoulder and fractured two vertebrae, Torres said. The doctor said the boxer, who was trailed by drug and alcohol problems during a career that included some high-profile bouts, could be paralyzed from the shooting.

"Camacho's condition is extremely delicate," he told Telenoticias. "His physical condition will help him but we will see."

No arrests have been made in the shooting, police said.

Camacho representative Steve Tannenbaum said he was told by friends at the hospital that the boxer would make it.

"This guy is a cat with nine lives. He's been through so much," he said. "If anybody can pull through it will be him."

The fighter's last title bout came against then-welterweight champion Oscar De La Hoya in 1997, a loss by unanimous decision. Tannenbaum said he was going to fight two years ago in Denmark until his opponent pulled out and that they were looking at a possible bout in 2013.

"We were talking comeback even though he is 50," he said. "I felt he was capable of it."

Camacho was born in Bayamon, one of the cities that make up the San Juan metropolitan area. He won super lightweight, lightweight and junior welterweight world titles in the 1980s.

Camacho has fought other high-profile bouts in his career against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard. Camacho knocked out Leonard in 1997, ending what was that former champ's final comeback attempt.

Camacho has a career record of 79-5-3, with his most recent fight coming in 2009.

Drug, alcohol and other problems have trailed Camacho since the prime of his boxing career. He was sentenced in 2007 to seven years in prison for the burglary of a computer store in Mississippi. While arresting him on the burglary charge in January 2005, police also found the drug ecstasy.

A judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail, though, after violating that probation.

Twice his wife filed domestic abuse complaints against him, and she filed for divorce several years ago.

Eating right key to survival of whales and dolphins

ScienceDaily (Nov. 21, 2012) ? In the marine world, high-energy prey make for high-energy predators. And to survive, such marine predators need to sustain the right kind of high-energy diet. Not just any prey will do, suggests a new study by researchers from the University of British Columbia and University of La Rochelle, in France.

Published November 21 in the online journal PLOS ONE, the study is the first to show that the survival of whales and dolphins depends on the quality of their diets and this plays an important role in conservation.

"The conventional wisdom is that marine mammals can eat anything," says co-author Andrew Trites, a marine mammal expert at UBC. "However, we found that some species of whales and dolphins require calorie rich diets to survive while others are built to live off low quality prey -- and it has nothing to do with how big they are."

The team compared the diets of 11 species of whales, dolphins and porpoises in the Northeast Atlantic Ocean, and found differences in the qualities of prey consumed that could not be explained by the different body sizes of the predators. The key to understanding the differences in their diets was to look at their muscle performance.

"High energy prey tend to be more mobile, and require their predators to spend more energy to catch them," says Trites. "The two have co-evolved."

J?r?me Spitz, the study's first author, says the research will help better assess the impact of resource changes to marine mammals.

"Species with high energy needs are more sensitive to depletion of their primary prey," says Spitz, a post-doctoral fellow at ULR in France, who completed the research while a visiting scholar at UBC. "It is no longer a question of how much food do whales and dolphins need, but whether they are able to get the right kinds of food to survive."

Rep. Allen West concedes after Fla. recount fight

WEST PALM BEACH, Fla. (AP) ? Tea party firebrand Rep. Allen West conceded his re-election fight Tuesday, two weeks after the election gave way to court appearances, two partial recounts and unending accusations by his camp that the vote count wasn't fair.

In a statement, the Republican freshman said "there are certainly still inaccuracies in the results" but not enough to change the outcome, giving the race to Democratic newcomer Patrick Murphy.

"While a contest of the election results might have changed the vote totals, we do not have evidence that the outcome would change," West said.

Murphy campaign manager Anthony Kusich said he was not aware of any concession call to his candidate, simply an e-mail that was publicly distributed. In his own statement, Murphy said he was "humbled by Congressman West's gracious concession" and eager to get to work on behalf of all voters.

"To those who supported my opponent, my door is open and I want to hear your voice," Murphy said. "I campaigned on a message of reaching across the aisle to get things done for the people of the Treasure Coast and Palm Beaches, and that is as important in this district as it is in Washington."

Murphy declared victory in the wee hours of Election Night and has held his lead ever since, even as thousands of absentee, provisional and overseas ballots were processed and two partial recounts undertaken. But West's campaign kept up a stream of skepticism about the results, largely focused on St. Lucie County, where elections officials acknowledged missteps.

An initial recount of some early ballots in St. Lucie gave West a slight bump. His campaign fought for a fuller recount, and received it, but it only improved Murphy's margin of victory. He won by more than 2,000 votes.

Many have speculated West could find a new career in the place where he has been frequently seen, on cable television, but he has not said what his next step will be. "Only God knows what is in store for each of us," he said in his statement, adding that "I will continue to fight for our republic."

Whatever the next step, the contest between Murphy and West will go down as one of the most expensive in congressional history. Murphy eked out the win though he was out-fundraised more than four-to-one.

West, 51, is a favorite among the most conservative reaches of the Republican Party. He has made a string of headline-grabbing statements, from calling a majority of congressional Democrats communists to saying President Barack Obama, Rep. Nancy Pelosi and others should "get the hell out of the United States."

Murphy, 29, portrayed West as an extremist who had done little else in Washington than stoke partisan fires.

In his concession statement, West offered congratulations to Murphy, saying "I pray he will serve his constituents with honor and integrity, and put the interests of our nation before his own."
